TELS - Towards a European Learning Society

Main objectives


In year one
  1. To study in depth the characteristics, actions and initiatives taken by six cities in different European countries which have actively promoted Learning in the City, either as declared ‘Cities of Learning’ or ‘Educating Cities.
  2. To produce a report which describes those activities which go above and beyond their normal statutory duty in order to promote or initiate learning policies and projects including Case Studies of new practice in Lifelong Learning in each
  3. To develop a set of general guidelines for cities, based on these observations.
  4. To develop a seminar to be presented at the European Conference on Lifelong Learning to be held in Espoo, Finland in association with the Finnish Presidency
  5. To provide additional ideas and knowledge on Learning Cities for the further development of Socrates 2.
In year two
  1. To expand the study area to 100 additional European cities based on the criteria obtained from year 1 - every European Union and PECO country will be represented
  2. To develop a portable seminar for use within 'Learning Cities'
  3. To organise and run a conference for Learning Cities in the year 2000 at which all the strands of the study will be presented.
